The Banwell, Latham, Egan and Farmer reports published over the last thirty years in the UK diagnosed a highly fragmented construction industry and unfair payment practices causing significant waste and serious productivity issues. The inefficiencies that poor payment practices create are now acknowledged to be detrimental to: cost, duration and quality of; project delivery. PBAs represent a major culture shift to safeguard payments with all Welsh Government departments mandated to apply PBA’s to all government funded projects over a £2 million threshold.
Presentations will be from:
• Professor Rudi Klein & Michelle Morgan-Loughman, Actuate UK. Rudi is a barrister specialising in construction law and widely acknowledged as the driving force behind the changes introduced over the years to improve payment performance in the UK construction industry including PBA’s. Michelle is leading on the work of Actuate UK in Wales. She is representing the engineering services alliance in the Welsh Construction Forum, the Welsh Construction Federation Alliance, and she is communicating with the Welsh Government and the Senedd Members on issues related to the industry.
• Welsh Government, Brendan Burke MCIPS, Senior Commercial Value Policy Manager, PBA policy lead in setting up and operating PBAs and has direct dialog with banks on clarifying and streamlining the setting up of accounts.
• Morgan Sindall, Luke Owen & Glyn Dudley will provide their first hand experience of setting up and running PBA’s on real time projects.
A representative from Barclays Bank will also be in attendance for the Q&A session.

The workshop will provide opportunity for you to ask questions to the expert panel, discuss issues in setting up PBA’s and address specific questions you have.
The workshop will cover areas of relevance to Housing Associations in Wales but is open to anyone in the built environment sector in Wales.
