Mike Edmonds is an Independent Consultant providing Specialist Construction Services. In a career spanning 45 years, Mike has been responsible for the management and delivery of numerous major infrastructure projects in Wales, Northern Ireland, England and South Africa. For 30 years Mike worked for Arup taking leading roles in their Infrastructure Group.
His experience covers a wide range of complex and sensitive projects including the design and supervision of highway schemes, bridges, major civil engineering structures, land reclamation, railway and commercial infrastructure projects.
For over 25 years Mike has been promoting the use of innovative forms of Partnering Contracts. He was instrumental in providing advice and setting the direction for the Northern Ireland Roads Service on their first use of the NEC Construction Contract on two major highway schemes. He advised and managed on how the £100m A8 dualling project should be procured, including the introduction of an Integrated (Contractor/Consultant) Delivery Team to maximise the benefits of early contractor involvement. He also led the project through the European Procurement Procedures. Regionally he has also advised strategically on a major £70m Track and Signal Renewal Programme for Northern Ireland Rail on their north coastline.
Mike has acted as procurement advisor to Welsh Government and local authorities in Wales. Of particular note is the pivotal role he played in setting the procurement strategy for both the Porth Bypass and Church Village Bypass promoted by Rhondda Cynon Taf County Borough Council. Again, these were based around the use of a collaborative contract, modified to incentivise both client and contractor to maintain aligned objectives.
Mike undertook a secondment in 2006 to South Africa as part of a Cultural Leadership Award. Mike was responsible for the delivery of innovative designs for low cost housing in the townships, together with securing the necessary funding for their delivery via the development of a business case for the scheme. This demonstrated Mike's flexibility and adaptability to respond to different cultural, social and economic constraints. Mike has since returned to South Africa on a number of occasions to maintain his involvement in this project and also, separately, to advise on delivery options for a Bus Rapid Transport System in Johannesburg, Pretoria and Cape Town.
Mike took a part time secondment role as Director of Construction Strategy at the Welsh Assembly Government reviewing the Welsh Public sector construction agenda. Mike quickly assimilated into this role, bringing a private sector perspective to the delivery of public sector projects. This included setting realistic timescales for procurement and delivery, encouraging fair, transparent and robust commercial outcomes and developing strategies for collaboration that achieve best value for the public sector from the supply chain.
Over the last 8 years Mike has worked extensively in the rail sector delivering both track and S&T renewal projects. He is currently supporting the Client team on the delivery of the £200M GCRE Rail test facility at Onllwyn in the Dulais Valley South Wales.

Andy is one of Sero’s two cofounders alongside CEO James. As Chief Innovation Officer he is responsible for the full breadth of Sero’s activities ranging from research to digital product development, maintaining a focus on pragmatically deliverable, technically robust outcomes that support achieving real Net Zero Carbon.
He is a chartered architect and past president of the Royal Society of Architects in Wales (RSAW), and has worked delivering low/zero carbon schemes for nearly 25 years, both in private practice for a dozen years and with the BRE (Building Research Establishment) for a decade.
During his career he has led the design & construction of a number of multi-award winning and published schemes, including the Barratt Green House (Code 6 true zero carbon), the Maes-Yr-Onn farmhouse (off grid), and the Cwmbach Retrofit for the Future (first residential solar transpired collector). Andy also conceived and delivered the LENDERS project that was subsequently adopted as UK Government policy in the “Clean Growth Strategy” of 2017. He continues to sit on a number of governmental and other advisory boards around housing.
Andy cofounded Sero with the mission of delivering true Net Zero Carbon for both new and existing homes. Sero is a certified B Corporation and a Living Wage employer, and has grown since 2017 to a team of around 50 people from their Cardiff hub. The company’s growth is continuing apace, supported by investment from Legal & General and Hodge Bank as minority shareholders in 2021. Sero has also benefitted from a number of tech. accelerators, competitions, and key industry engagements.
As part of Sero, Andy conceived and initially led delivery of the Optimised Retrofit “Pathfinder” collaboration that includes more than 30 social landlords throughout Wales and beyond, and supports on innovation collaborations spanning mortgage lenders, surveyors and design for manufacture and assembly. The work guides Sero’s delivery of the Sero Passport for homes, supporting the construction sector to robustly Capture survey and plan Pathways to Zero for each home. These homes can them work in harmony with a decarbonised energy grid to give residents an easier route to lower bills and lower carbon footprints through Sero Life’s home comfort service.

With over 40 years of service in local government he has led a number of successful teams in delivering property related services. His experience includes both housing and non-housing; from day to day maintenance to major new build, including the successful delivery of major projects such as 21st Century Schools and the Welsh Housing Quality Standard.A qualified Executive Coach and Mentor and an advocate for collaboration and innovation, Mark has been a major contributor to challenging and transforming service delivery, supporting colleagues in other sectors to bring about customer focused improvements.

Neal is a Chartered Building Surveyor and RICS Wales Awards Judge with over 30 years’ experience in property investment, construction and estate management across private, public and third sector organisations.
Currently employed as Programme Director for the Welsh Government’s £3.8bn Sustainable Communities for Learning Programme (formerly the 21st Century Schools and Colleges Programme) he has responsibility for the leadership and management of all infrastructure investment for education in Wales.
Prior to returning to Education Infrastructure in 2019, Neal spent 11 years heading up Cadw’s Properties in Care, leading on conservation, strategic capital investment, FM and asset management. During this time he developed and implemented a strategy achieving a 43% reduction (2010-2019) in carbon emissions across 130 historic sites whilst visitor numbers and income generation reached record numbers.
Neal is a member of the RICS Wales Board, Historic Scotland’s Estates Peer Review Board, Ystadau Cymru Board, and previously a member of Northern Ireland’s Heritage Investment Advisory Group.
A former director (2010-2016) and Board Chair of Cambria Maintenance Services Ltd., leading the company through incorporation to one of industry recognised success, employing 130 staff delivering over £20m services.
Neal sits on the ministerial-led Construction Forum. He is the Welsh Government lead for the Buildings Sub-group, and the Decarbonisation and Procurement Sectoral Working Groups.

Chartered Architectural Technologist Dan Rossiter FCIAT is an active supporter of the built environment sector, both nationally and internationally. Nationally, Dan provides digital transformation thought leadership at the British Standards Institution (BSI) where he also provides subject matter expertise to several national committees relating to information management, technical documentation, and terminology. Outside of BSI Dan is Vice-President Technical for CIAT, contributes to several sector working groups, and is an ambassador for Nima. As a Business Controller he was responsible for the Demolition, Remediation and Re-Development budget of a former 1,000 acre Refinery, which saw the site transformed into a new sustainable urban village, with the construction of 4,000 homes, and 53,000 Sqm of additional development, accountable to the Welsh Development Agency, the Prince’s Foundation and regional Local Authorities.The project was recognised as one of the UK’s largest corporate sponsored economic regeneration projects, whose activities were considered a "benchmark" of best practice.
David’s expertise in the productive re-uses of large brown-field former manufacturing sites and the regeneration of redundant property assets has enhanced his underpinning knowledge of HSE regulations and best work practices for industrial /construction sites.
When Bp closed its Refinery, he made the transition from Financial into Education. By gaining the Further Education Teaching Certificate together with the Assessors Awards, the Internal Verifier certificate, an array of Health and Safety certificates including the highly recognised IOSH Managing Safely,IOSH Safety for Executives and Directors Certificate & NEBOSH National Certificate in OH&S, whilst attaining TechIOSH status.
He has been involved with some of Wales’ largest organisations, both Public & Private whilst achieving an excellent working relationship with those associates, both as a stimulus and a catalyst in helping unify the industry in its approach to worker health protection and the promotion, adoption and implementation of best practices processes and initiatives. Whilst at the same time maintaining his professional attributes when providing them with a high quality management service.

Bryn Wilde

Bryn Wilde is a Chartered Civil Engineer specialising in advising on and undertaking the CDM2015 duty holder roles and providing project Health & Safety Advice. By undertaking these roles he understands how important decisions made during each stage of a construction project can be in terms of a successful delivery with regards to the health and safety of those involved in both the build and use phases.
He is the Managing Director of both CDM Solutions, who provide H&S advice and training services and the Building Safety Consultancy Group who undertake the CDM Principal Designer role and advise the other duty holders, such as the Client, to ensure compliance with the requirements of the regulations.
He is a Graduate of Cardiff University with both an Honours degree and a Doctorate in Civil Engineering and prior to setting up his own companies he worked at SLR Consulting and Wardell Armstrong. He is a former Chair of the Association for Project Safety (APS) Wales Region and after serving four years as an elected APS Board Director was recently re-elected as Director with Portfolio for Finance. He also represents the APS on the CIC Housing Panel and is a member of the CIC Wales Group.
Outside of his professional life Bryn is a keen sportsman, currently being a WRU Level 1 Coach and Referee who coaches a mini and juniors side at Llanishen RFC and is a very amateur golfer.

Simon is the UK Green Building Council’s Director of External Affairs and Deputy Chief Executive, where he leads the policy and political advocacy with national, devolved and local government, as well as managing corporate communications with members, media and the wider industry. He also has oversight of UKGBC’s portfolio of place-based projects, local English networks and UKGBC Scotland.
Simon brings over 25 years’ experience in communications, business development, industry and policy & advocacy to UKGBC, having held a wide range of roles spanning across the construction, finance and not-for-profit sectors. He joined UKGBC from the Active Building Centre, where he was Head of Engagement. Previous roles include seven years as Sales Director at the innovative housebuilder HAB Housing as Sales Director, and five years at global conservation charity WWF, where he drove their work on the sustainable homes agenda – during this time he sat on the UK government's 2016 Zero Carbon Task Force and Wales’ Low and Zero Carbon Hub. Prior to joining WWF, Simon enjoyed a diverse career, with roles in the finance sector as an international tax consultant, as well as spending several years as a tabloid newspaper reporter. He is currently a NED for the Welsh-based sustainable construction and skills social enterprise, Down to Earth, and for a mental health-focussed events organisation Peloton Running. Simon has Masters degrees in Law from Oxford University and International Economic and Business Law from Kyushu University, Japan.

Mark had a long and successful career in local government. A champion of collaborative working, he was instrumental in setting up joint authority initiatives, such as Sewta, the regional transport consortium, and the south-east Wales Highways framework. Early in his career he was the co-author of the Cardiff Valleys Rail Strategy in 1983 which led to the reintroduction of passenger services to Aberdare and Maesteg and extensive regional service improvements. Mark was the client Project Director for the award-winning Porth Relief Road, which won the UK Project of the Year accolade in 2007, and the Church Village Bypass. Mark is a chartered engineer and town planner, with qualifications in transportation and economics. Since retirement from local government in 2010, he has worked as an independent consultant for various organisations, including Welsh Government and other public sector clients, contractors and consultants; he has been a major contributor to the work of CEWales over the past decade.

Andrew joined the UK construction industry in 1977 with the manufacturing giant CRH and held a series of sales and business development roles in his early years. It was the ground-breaking Rethinking Construction Report of 1998 that was to change Andrew’s career path as he became involved in change management and best practice, first within CRH and then later as a Board Member and Director of Constructing Excellence. During this time, he was the inaugural chair of the national ‘Best Practice’ Club network and the public face of Constructing Excellence being responsible for marketing, events, communications and membership. From 2008 – 2010 he worked as a consultant in ‘lean’ measures, which included Andrew helping to set up and then become one of the first fifteen students of the CWA (Collaborative Working Academy)’ Diploma in collaboration in construction’. Andrew was delighted to be asked to become Chief Executive of the Structural Timber (then the UKTFA) in January 2011. Andrew is now helping to spearhead the drive for Sustainable Construction using more structural timber in construction with a ‘Fabric First’ approach. Andrew was Chief Executive of Constructing Excellence South West from September 2013 – November 2022 and is currently Chief Executive of Constructing Excellence Midlands, first appointed in May 2018. In 2011 Andrew was rewarded for his services to best practice within the UK construction industry by being awarded the ‘Achiever Award’ in the 2011 CIOB/CESW South West Built Environment Awards. Andrew is also currently a member of the Construction Leadership Council Construct Zero Board and sits on the Government’s Timber in Construction Working Group.

Kamal has been with Tata Steel for nearly 17 years having spent all of that time commercially involved in major energy and construction projects. Kamal is responsible for developing strategic relationships with end users and relevant stakeholders to the steel business across the public and private sector with a view to understanding how steel can be used in major projects and programmes of work. He is also responsible for emerging markets and opportunities across the UK construction and infrastructure network. Kamal is passionate about driving change in the construction sector and is a key advocate of Modern methods of construction and applying Design for Manufacture and Assembly (DfMA) thinking within the construction sector and the steel industry. He is involved in Tata Steel’s strategy for component development to support the growing number of platforms being adopted within the sector. Kamal is also chair of the UK Steel procurement committee which consists of the largest steel companies in the UK acting as a collective voice on procurement and other matters to UK, Welsh and Scottish Government.

Edward is the Director of the Civil Engineering Contractors Association (CECA) Wales. A Chartered Civil Engineer with 35 years' experience of delivering a broad range of technical services and policy development to a senior level across the public and private sectors in Wales.
He has previously served as Chairman of the Board of the Brecon Beacons National Park Authority and Chairman of Keep Wales Tidy and is currently Chairman of Citizens Advice Caerphilly and Blaenau Gwent. He is also a trustee at Pedal Power, a local charity for disabled children and adults.
Edward was born and raised in Gwynedd and remains a partner in a family run farming business in the Snowdonia National Park. However, he has lived in Cardiff for the last 35 years with his wife and 3 children. He is a fluent Welsh speaker.

Angharad is a Policy, Stakeholder and Partnerships Manager at City & Guilds Group and looks after Wales, Scotland, Northern Ireland and Ireland. She ensures that the purpose of City & Guilds is met to enable people and organisations to unlock their potential and develop the knowledge and skills needed for personal and economic growth. Angharad works closely with key stakeholders in order to achieve this.
Angharad is a Liveryman for the Worshipful Livery Company of Wales and is also a member of the BITC Wales Leadership Board. She is also a Board member for Thrive Group Wales and is also the Co-chair of Federation of Awarding Bodies Wales.

Lynda has recently retired as Group Chief Executive of United Welsh having held the role for 6 years and worked in the housing sector for 13 years. Prior to that, Lynda was Principal Estates Surveyor with the Welsh Government and WDA. A member of the Royal Institution of Chartered Surveyors, Lynda was on the RICS Wales Board and maintains close ties with the RICS in Wales. During her time with United Welsh she led in the development of Celtic Horizons, a private sector partnership delivering total asset management to the social housing sector, and more recently has launched Celtic Offsite, a manufacturing facility delivering low carbon timber-frame homes. Passionate about supporting people to be their best and a strong advocate for trust based leadership, Lynda was recently appointed as Chair of Newport City Homes.

In 2018 Michael founded Oochitecture an Architectural practice based in Pembrokeshire to provide a high-quality architectural service for residential and commercial clients across South Wales and beyond. He is passionate about design, building and the successfully delivery of projects for his clients. Prior to establishing Oochitecture, Michael managed the Cardiff Architectural Studio for Atkins global a multi-discipline practice and delivered an extensive range of projects for Councils, Universities, and private companies.
Michael is currently Chairperson of the Royal Society of Architects in Wales (RSAW)– West Wales Branch. In 2012 Michael won the CEW ‘Young Achiever Award’ and is now a member of the CEW SWW Best Practice Club.

He has previously served as Chairman of the Board of the Brecon Beacons National Park Authority and Chairman of Keep Wales Tidy and is currently Chairman of Citizens Advice Caerphilly and Blaenau Gwent. He is also a trustee at Pedal Power, a local charity for disabled children and adults.
Edward was born and raised in Gwynedd and remains a partner in a family run farming business in the Snowdonia National Park. However, he has lived in Cardiff for the last 35 years with his wife and 3 children. He is a fluent Welsh speaker.

Caroline has over 17 years’ research and consultancy experience at BRE related to sustainability in the construction sector. She has been involved in many projects to improve the energy efficiency of new and existing buildings, helping Local Authorities, Social Landlords and private clients investigate appropriate construction solutions and specifications at various scales; from developing high level concept designs for Passivhaus compliance, through to carrying out detailed thermal bridging modelling analysis.
Caroline has acted as Technical Advisor to Welsh Government to support the development and implementation of enhanced standards in new construction via Building Regulations, and for the Arbed retrofit programme. She has also led several EU funded research programmes on behalf of BRE, focussed on improving construction sustainability.

Gordon Brown, MCIOB, is an experienced programme and project management specialist who has worked as a consultant, practitioner, and trainer for many industrial sectors, including construction, transport, public sector, innovation and sustainability.
He is currently the Chair of the Chartered Institute of Building - Wales; Project Manager for Transport for Wales looking after the roll out of EV infrastructure across Wales; Board member for First Choice Housing Association and a STEM Ambassador.
For over 20 years Gordon has championed sustainability, inclusion and environment in every project he has been involved in. He was instrumental in the delivery of the Senedd sustainability credentials and was inspired to set up an award winning SME consultancy. He joined CEW as the director in charge of building the Exemplar brand and is still actively involved in ensuring the ongoing programme. As a founding member of the ICE’s Fairness Inclusion and respect (FIR) Committee he continues to raise awareness of Mental health and suicide through Movember and Charity events, raising over £1000 last year.
