Plans unveiled for new 20-storey tower offering spectacular views of Cardiff Bay
The apartment block would be built on land next to the iconic Norwegian Church
Plans for a 20-storey high residential tower affording spectacular views across Cardiff and the Bristol Channel have been revealed for a key land site in Cardiff Bay.
While still at an early consultation stage, the owner of the three acre site around the iconic Norwegian Church, Associated British Ports (ABP) said any developments would enhance the current area.
This would include investment to improve the existing public park and rejuvenate the promenade area with a stretch of kiosk style commercial units such as bars, restaurant and shops.
ABP said the 20-storey residential scheme could provide for around 200 apartments - ranging from three to one bedroom.
While it would be a case of market forces, the penthouses in an approved scheme could command prices in excess of £1m.
On the ground floor of the tower there are plans for commercial space. Car parking for residents would be provided underground.
On the existing promenade site there are plans for around 30,000 sq ft of commercial developments, alongside the ground floor element in the residential tower.
The scheme, which is being called Dolffin Quay, also has plans for a second smaller five storey residential development.
ABP is now looking to gauge the views of stakeholders before submitting any planning application.
Early draft designs are being shared with the trustees of the Norwegian Church and other surrounding buildings and ABP said that the design plans were in keeping with the area, including those at the Mermaid Quay leisure and retail development and the UK headquarters of Atradius.
ABP, which as well as the port of Cardiff also operates the ports of Port Talbot, Barry, Swansea and Newport in South Wales.
BMW dealership by the River Taff in the centre of Cardiff could become a hotel.
The proposed scheme is part of a strategy of diversification, while maintaining a focus on its core port activities.
Director of ABP South Wales Matthew Kennerley said of the proposed Dolffin Quay scheme: “The existing park will be improved, while the proposed commercial and residential schemes will be in keeping with existing buildings in the area and be complimentary to the Mermaid Quay scheme."
Scheme will 'enhance the area'
He stressed that any approved scheme would have no physical impact on the existing Norwegian Church. The scheme design will focus on its retention and improvements to the public realm surrounding the building.
“It is about enhancing the area and continuing the regeneration which surrounds the site,” added Mr Kennerley.
ABP hasn’t yet confirmed when it will submit any planning application. It has not yet determined how any projects would be financed and developed, but has not ruled out entering into a joint venture with a property developer or housebuilder.
The scheme is being designed by leading architectural practice Chetwoods. Before being landscaped the current site was used as part of the docks.
ABP has also identified commercial opportunities, particularly for logistic companies, at its 40-acre site around the Queen Alexandra Dock at its Cardiff port.
Recent research by Arup shows that ABP in South Wales has a £1bn impact on the Welsh economy and supports 15,000 jobs in the wider economy.
