Successful implementation is about minimising risk, obtaining value for money and maximising the energy savings from the project. The interactive workshop is not about project management software, but about the practical techniques that support successful project delivery at all stages: identification of suppliers and contractors; making the procurement process effective (for both public &amp; private sectors) and managing delivery and commissioning.</p>

<p style="text-align: justify;">This is your opportunity to learn how Merthyr Tydfil Housing Association, ASL Architects, Graham Construction and their other partners are delivering an Exemplar project based on the core Constructing Excellence principles of collaboration, integrated teams, committed leadership and respect for people.</p>
<p style="text-align: justify;">Merthyr Tydfil Town Hall is an iconic Grade II listed building in the centre of the town which had fallen into disrepair. Merthyr Tydfil Housing Association (MTHA) decided to renovate the building to bring back into use and to preserve and promote the history of the building given its location as the site where the Labour party was established in Wales by Keir Hardie in 1900. MTHA recognised that refurbishment could be a catalyst for regeneration in the Merthyr area and that a more desirable environment for people to live and work would increase the demand for MTHA housing stock.</p>
<p style="text-align: justify;">This event seeks to explain how careful attention to design and construction, a focus on low carbon methodologies and a mature approach to risk management can transform a historic listed building, of which there are many in Wales, into a cost-effective and energy efficient community facility using local labour and materials. Despite adopting a relatively traditional contract strategy, a team approach based on openness and trust is helping to ensure certainty of costs, time and quality criteria.<span id="more-8238"></span></p>
<p style="text-align: justify;">This is your opportunity to hear from:<br />
• the housing association client on their approach to the project, its regenerative impact on the community, whole life cost implications and how technology is supporting energy performance and costs<br />
• Colin King of BRE will explain how an innovative strategy based on a ‘zoned approach’ will improve the energy performance of the refurbished building, ensuring more manageable running costs for tenants and building users<br />
• the delivery team on how they are achieving all of this and what lessons have been learnt</p>
<p style="text-align: justify;">This project was put forward as part of the Constructing Excellence in Wales Exemplar Programme so that others can learn from the actions taken by the team to deliver economic, social and environmental benefits. • <strong>Facilities managers and maintenance teams</strong> &#8211; to consider the impact of the design and construction stages on the whole life costs of the asset and how a refurbished and remodelled listed building can operate with a reduced carbon footprint.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Last week, Milica Kitson, Emma Thomas and Ed Evans, CEWales, joined the Welsh Government Minister for Natural Resources and Food, Alun Davies AM, members and officers of Caerphilly County Borough Council (CCBC), representatives from Scottish and Southern Energy (SSE) and Building Research Establishment (BRE) at Maes Yr Onn Farm, Manmoel, high above the Gwent valleys, to witness the opening of Wales’ first fully ‘off-grid’ and truly self sufficient farms!</p>
<p style="text-align: justify;"><a href="http://www.cewales.org.uk/cew/wp-content/uploads/0023.jpg"><img class="alignleft size-medium wp-image-8653" title="0023" src="http://www.cewales.org.uk/cew/wp-content/uploads/0023-340x226.jpg" alt="" width="340" height="226" /></a>The Manmoel area comprises of a small village with surrounding hill farms in the county borough of Caerphilly in South East Wales. The area around the village forms a remote rural community that was originally based on agriculture. The farm established in 1825 comprises 84 Ha and has been farmed on a commercial basis by Arthur Davies and his family for over 30 years. Unfortunately, the original farmhouse fell into disrepair many years ago and Arthur and his family lived off-site. Their efforts to re-establish a presence on the farm was further hampered by a lack of electricity, gas, water or sewerage services at this upland site.</p>
<p style="text-align: justify;">However, with the support of a number of organisations, Arthur and his wife, Sue gained outline planning permission to construct a farmhouse on the former site in May 2011. The construction of the new farmhouse will ensure effective day-to-day management of the farm and stock and will enable further expansion of the business.<br />
The project involved an effective working partnership between the key stakeholders including the Davies family, CCBC RDP Energy team, BRE and SSE. All partners have had an integral role to play in making the project happen and to turn Arthur and Sue’s dream into reality. The Council managed the project from its initiation. BRE provided the building design work and initial technical feasibility of the renewable energy technologies and SSE provided the funding, design and installation services of these technologies.<a href="http://www.cewales.org.uk/cew/wp-content/uploads/0075.jpg"><img class="alignright size-medium wp-image-8654" title="0075" src="http://www.cewales.org.uk/cew/wp-content/uploads/0075-340x226.jpg" alt="" width="340" height="226" /></a></p>
<p style="text-align: justify;">Apart from building a new residence for the family the main aim of the project was to provide a renewable energy generation and water resource solution in an off-grid setting. This involved some major challenges including balancing the various technologies and also ensuring compliance with all appropriate regulations including Planning, Building Regulations and the Code for Sustainable Homes.</p>
<p style="text-align: justify;">So what about the role of CEWales? We came into this project at a relatively late stage but, through the work of the Wales Low Zero Carbon Hub (WLZCH), we will be monitoring demand, consumption and human behaviour at the farm over the next two years. We will analyse the data and report periodically on the lessons learnt from the project so that others can benefit from these experiences as they pursue their own ‘off-grid’ or partial ‘off-grid’ aspiration. This project will help to strengthen the family’s presence at the site. CEWales are extremely excited to be part of this project and look forward to working with the family as they pursue their ‘low carbon lifestyle’ and share their experiences across Wales.</p>

<p>What is the BEST Programme?<br />

Extensive research is being carried out to identify current and future skills needs in the areas of: low carbon energy (large and small scale), water, waste, on-site and off-site construction, covering both new and existing build.</p>
<p>Opportunities for Training Providers<br />
The BEST Programme is developing proposals for new and innovative courses that will meet identified industry needs. Providers are invited to work in partnership with the BEST Programme to develop and deliver courses to individuals living and / or working in the Convergence Areas in Wales. <span id="more-8587"></span></p>
<p>How Much Funding is Available?<br />
Grant funding of up to £2,877,000 is available for development and delivery of new courses under the BEST programme.</p>

<p>An LCRI workshop in association with Welsh Energy Sector Training (WEST) and the Low Carbon Built Environment projects.</p>
<p>LCRI’s LCBE and WEST teams would like to invite you to a workshop which will present the LCBE’s Energy Modelling research and findings. In addition, WEST will provide details of the fully funded training courses under development which will be available for companies in the Convergence Area of Wales.</p>
<p>Our workshop will focus on research findings in Low Carbon retrofit of domestic buildings and new build design tools. This will be a hands on opportunity to look at our modelling tools and techniques, and to meet our research teams.<span id="more-8595"></span></p>
<p>The workshop will open with a welcome buffet, followed by a series of talks, and will close with a networking session. Delegates will be able to trial our new modelling software that has been under development by the Urban Scale supply and demand project research team.</p>

The BEST Programme will develop and pilot strategic training to support professionals working within the sustainable energy and built environment sector in Wales. Extensive research is being carried out to identify current and future skills needs in the areas of: low carbon energy (large and small scale), water, waste, on-site and off-site construction, covering both new and existing build.</p>
<p>Opportunities for Training Providers<br />
The BEST Programme is developing proposals for new and innovative courses that will meet identified industry needs. Providers are invited to work in partnership with the BEST Programme to develop and deliver courses to individuals living and / or working in the Convergence Areas in Wales. <span id="more-8583"></span></p>
<p>How Much Funding is Available?<br />
Grant funding of up to £2,877,000 is available for development and delivery of new courses under the BEST programme.</p>
<p>Meet the Buyer Event<br />
The Meet the Buyer Event will give potential providers the opportunity to find out more about forthcoming opportunities, providing information on:<br />
- the types of courses that will be developed<br />
- Grants available and the form of the application process<br />
- ‘match funding’ requirements and how these can be met<br />
- additional support for providers to develop blended delivery methods<br />
- support available to employers and providers to improve equality and diversity practices and to embed Education for Sustainable Development and Global Citizenship within existing provision</p>

<p style="text-align: justify;">Constructing Excellence in Wales, the South West Wales Best Practice Club and ICE Cymru are pleased to present this opportunity for the industry to learn how the Welsh Government Transport Division, Sisk-Roadbridge, Ramboll and their other partners are delivering an Exemplar project based on the core Constructing Excellence principles of collaboration, integrated teams, committed leadership and respect for people.</p>
<p style="text-align: justify;">The A477 from St Clears to Pembroke Dock is one of the main links from the M4 motorway into Pembrokeshire and on to Ireland. It forms an important part of the Welsh Government&#8217;s strategic road network. This 9.3km scheme will bypass the villages of Llanddowror and Red Roses, cross the River Hydfron and pass through several environmentally sensitive areas including the Taf Valley. The project is already underway and is due for completion in 2014.</p>
<p style="text-align: justify;">This morning event will set out how very early contractor involvement (ECI) has benefitted the delivery of key aspects of the project, including addressing sensitive environmental objectives, engaging with the local community and supporting cost and time certainty. The event will also set out the procurement strategy to engage the contractor earlier in the delivery process, how risks are managed and how costs are controlled from such an early stage.<span id="more-8246"></span></p>
<p style="text-align: justify;">This is your opportunity to hear from:<br />
• the Welsh Government client on their reasons for adopting this particular procurement strategy and the benefits they expect to realise from early contractor involvement<br />
• the delivery team on how they approached the project and in particular the way they have engaged with the local community to ensure a successful outcome</p>
<p style="text-align: justify;">This project was put forward as part of the Constructing Excellence in Wales Exemplar Programme so that others can learn from the actions taken by the team to deliver economic, social and environmental benefits. Copies of the pre-construction case study will be available on the day and will be accessible following the event.</p>
<p style="text-align: justify;"><strong>Who should attend?</strong><br />
• <strong>Clients and procurers of highway projects</strong>– to learn how to build a strong and integrated team from an early stage to deliver greater value and to consider the positive impact of early contractor involvement on the whole life costs of an asset.<br />
• <strong>Contractors and Consultants</strong> – to better understand how their culture and behaviour can positively support clients and procurers in developing successful projects.</p>
<p style="text-align: justify;">Refreshments and registration will be from 9.30am and the event will commence at 9.45am with a presentation by the team followed by a tour of the site. The event will conclude at 12pm. PPE is required for site visit.</p>
