In October 2014, CEW were commissioned by the Welsh Government to support the delivery of the 21st Century Schools Programme, a partnership between Welsh Government and Local Government. This support will continue until September 2016.

The role of CEW is :

to improve the design, procurement and delivery of the 21st Century Schools Programme and maximise long and short term value for money during the life of Band A of the programme and in readiness for Band B”

Defining what we mean by value for money in the context of the 21st Century Schools Programme has been a critical factor in gaining a common understanding across all stakeholders. Through extensive engagement the following 6 guiding principles have been established :-

  3. Certainty
  4. Specification
