Winner:   Monmouthshire County Council and Willmott Dixon

This team has been working successfully for a long time now and has developed more than a few innovative approaches to delivering the county council’s schools programme.  Monmouthshire and Willmott Dixon both maintain that to maintain their relationship for over ten years has demanded an an approach to collaboration and partnering which always challenges the current environment and nurtures a culture of innovation. The case for innovation within this environment is a business imperative; without it neither party can demonstrate continuous improvement and ensure a dynamic and vibrant relationship is maintained.  But the adoption of the Estyn performance measurement tool is a true innovation that has arisen as the project has progressed. 

The ‘Education Impact Model’ (EIM.) that has been developed in collaboration between Willmott Dixon and Monmouthshire CC is a unique tool that measures the impact of new and refurbished buildings on educational outcomes. It gets right to the heart of the issue about providing value for money.  One of its greatest attributes is that involves all of the stakeholders that use the building – i.e. the students are asked for their input.  More importantly it is a new and effective performance measure for schools that can and should be used widely by others.
